Consistent HSE approach for UK Round 3 Offshore Wind - November 2010.
Learning lessons, controlling risk and applying standards in a consistent manner across a supply chain short on resources is increasingly seen as a key factor in the delivery of improved HSE performance in the offshore wind industry.

Suppliers and contractors frequently face the challenge of varying and diverse requirements from client to client, at site to site. Providing and delivering common standards within and between offshore renewable energy projects requires the management of cooperation and open communication between numerous parties.

Building on PMSS’ world-leading experience gained from health & safety management, H&S advice and CDM Coordination (or its EU equivalent) to over 50 offshore wind projects, PMSS are making a significant contribution to the ongoing development of industry standards in support of several major projects. The London Array and Greater Gabbard UK Round 2 projects, now in construction, continue to utilise PMSS CDM-Coordination (CDM-C) services originally engaged at the design stages. More recently, a number of developers aiming to deliver over half of the United Kingdom’s Round 3 capacity (zones indicated in blue) have engaged PMSS to support them in meeting and exceeding their HSE / CDM requirements and goals.

Forewind (a consortium comprising SSE, RWE npower renewables, Statoil and Statkraft) has entered a contract for CDM-C, HSE and Marine Safety Advisor services on the 9000MW Dogger Bank zone.

SMartwind Ltd (Mainstream / Siemens Project Ventures) has commissioned Quality Management in addition to the suite of HSE / CDM services already provided by PMSS on the 4000MW Hornsea zone.

Eneco has engaged PMSS as CDM-C, HSE and Marine Safety Advisors on the 900MW West Isle of Wight zone, in addition to the services already being provided which include Environmental Management and EIA, Navigation Risk Assessment (utilising PMSS' new navigation risk assessment product - Navira™), GIS and for the provision of Strategic Advisor.

Nick Chivers, Director of QHSE at PMSS commented:

“We have a significant opportunity to establish and implement consistent and meaningful requirements and standards for QHSE and CDM across major projects covering a large geographical area. It enables us to show increased respect to the needs of the supply chain, and gives our Clients the benefits of aggregated experience, accumulated lesson learning and economies of scale. This is one way that UK consultancy can contribute to improvement of worldwide industry standards.”

PMSS are core sponsors of the RenewableUK Health & Safety 2011 conference in Edinburgh on 26th January 2011.
